ECORegion is an online software that calculates and projects energy consumption and associated CO2 emissions on a regional scale. Regions can be flexibly defined, depending on the user's needs. A region may be a community, a city, a metropolitan region, a state or a nation. The tool is tuned to the needs of persons working in institutions and organisations dealing with energy and climate issues, e.g. energy planning or greenhouse gas emission inventories.

ECORegion allows a top-down estimation of the local energy and CO2 balance sheet based upon a "country profile" containing proxy data such as regional workforce, inhabitants and national energy statistics. This allows a rapid first order estimate to be made. For greater detail, bottom-up emissions balances can be made based upon more detailed local data. These two approaches allow for both rapid assessment and detailed assessment within the same tool, tailored to needs, data availability and skill level of the user. The company suggests that both the client themself, or their (existing) consultants can adopt use of the software to produce annual or historic emissions balances. The Pro version also includes other IPCC GHGs, non-energy GHGs in line with the Kyoto Protocol and allows for large point-source emittors, further increasing the detail with which the emissions inventory can be built. ECORegion is a very detailed tool, allowing emissions baselining that considers a breadth of factors. Consequently, it is somewhat unwieldy; furthermore, despite its functionality, its design is not as user-friendly as some of the other tools. It is also not designed for non-experts. Its scenario planning capabilities are unknown as these are not included under the demo version (and not yet available in English). As with the GRIP Inventory tool, Local Authorities' need for a highly detailed baselining tool could be superfluous given the availability of NI186. In brief, the tool is both rapid and detailed, depending on need. Recommended by the Covenant of Mayors. Online tool avoids installation issues. Different levels of tool available depending on needs and skill level of user.
