An emission inventory software system dedicated to national air emissions experts to create and regularly update an emissions inventory. Originally designed to assist countries to prepare emissions data and reports for international reporting obligations, the software may also be used at other scales (e.g. regional, local etc) to maintain emission inventory data. In 2009, a new version of the software was released as one integrated tool CollectER III which facilitates import functionality for migration from earlier versions.
The software includes help functions, and a self-training document also available for download provides and introduction to the the approaches and database structure used in the system, and includes step-by-step guidance to the major functionality of the tool.

This tool uses a tailored database platform to help with emission inventory compilation. It allows the input of activity data, selection of different emission factors to give emissions. It also includes point source functionality. One important feature is that CollectER III can be used with ReportER- so that data can be easily output in the different formats needed for AQ or GHG emissions. Historically, the software has been updated whenever there are changes to the required reporting formats/emission factors etc. which has kept it current. So, in summary, it's a very useful tool for national emission inventory compilers- particularly for coutries which are starting out with their inventory compilation, and therefore don't already have their own database/data collection system.
